		<description>Good article!  I think that when the US talks about human rights, it is focused on freedom and speech and freedom of religion.  Whether or not health care is a human right is up for debate -- at least in the US Congress, if nowhere else.

My understanding is that the new Chinese health care model will still make people pay up front, only to be reimbursed later by the state.  This type of a system would do little to encourage Chinese consumers to start spending their savings and consuming.</description>
